Former Mayor Marc Moriel (now heads the Urban League) still acted as a silent Mayor while N.O. was under water and Ray Nagin went into hiding. There was even an effort by some citizens to change the law to extend the terms that a Mayor could serve in an effort to keep Marc Morial as the Mayor of the city when term limits had been met-perhaps people had a sixth sense of what was about to occur. Marc Morial would have been a better Mayor in charge during Hurricane Katrina.
